I have been baking for 30 years and have never ran across a recipe that called for powder sugar, It has different consistency so I only have ever used regular sugar in my cakes.
I don't think so. It is much more dense and finely processed so you have more sugar per cup with powdered than with regular granulated. A Southern Living cookbook I have says not to substitute powdered for granulated.
I have whirred sugar in the food processor with a tad of cornstarch making it as fine as possible, used in a batter is fine, but not in icing!
no

powder contains corn starch.

But you know you can just do it .
yes, but make sure you find the right substitution amounts, you will need more powdered sugar. You need to use 1 3/4 cup powdered for each cup of granulated. You may not get the same consistency in your recipe. Good luck!
